Proposed Revisions to Solid Waste Management Plan

September 15, 2015

PUBLIC HEARING
PROPOSED REVISIONS TO SOLID WASTE MANAGEMENT PLAN

A public hearing was held today at 6:05 p.m. in the County Commissioners’ Hearing Room, County Government Center, 400 High Street, Chestertown, MD, for the purpose of discussing the proposed revisions to the Kent County Solid Waste Management Plan. In 2014, the Maryland General Assembly passed Senate Bill 781, Environment – Recycling – Special Events which requires organizers of special events meeting certain criteria to provide a recycling receptacle adjacent to each trash receptacle, ensure recycling receptacles are clearly distinguished from trash receptacles, and ensure that recyclable materials are collected for recycling. The law requires each county to update its plan by October 2015, to address the collection and recycling of recyclable materials from special events.

County Commissioners, William W. Pickrum, Ronald H. Fithian and William A. Short were in attendance as well as Shelley Herman, County Administrator and Marty Holden, Director, Environmental Operations.

Commissioner Pickrum read the notice of public hearing into record. Mr. Holden stated that copies of the proposed amendment were made available to the public at the following locations: Environmental Operations, 709 Morgnec Road, Chestertown; County Commissioners’ Office, 400 High Street, Chestertown; and the Kent County Public Library, 408 High Street, Chestertown. Mr. Holden reported that no written comments were received. Commissioner Fithian affirmed that the amendment will update the County’s plan to allow for provisions related to special events when more than two hundred people are expected to attend.

Commissioner Pickrum invited comments and questions from the audience. No one present requested to comment or ask questions.

Written comments will be accepted in the County Commissioners’ Office until Friday, September 18, 2015, at 12:00 p.m.

The hearing was taped for reference and the Commissioners adjourned the public hearing at 6:07 p.m.

Respectfully submitted,

Sondra M. Blackiston, Clerk
