Re: Senate Bill 938 – Public Service Commission – Certificate of Public Convenience and Necessity – Land–Based Wind Generating Stations in Kent County

Dear Senator Conway and Members of the Senate Finance Committee:

The County Commissioners of Kent County wholeheartedly support SB 938, which would restore some local authority to the citizens of Kent County. Projects such as the Apex – Mills Branch Wind Turbine proposal, under present law, can be foisted upon Kent County residents without any input (much less meaningful) on zoning, safety, design standard, traffic, esthetic, or other matters. Kent County has a long history of preserving the County for its agricultural, marine, and valuable tourism industries. Any project of this type and size will most certainly have a negative effect on these industries, and will take land out of agricultural values. The effect on neighboring property values will most certainly be negative.

At our meeting on March 24, 2015, the County Commissioners of Kent County voted unanimously to support SB 938 and to oppose the Apex project.

Given the foregoing, the County Commissioners of Kent County respectfully request a favorable report on Senate Bill 938.
