Effective July 1, 1978, Chairman will receive $30.00 per meeting and members will receive $25.00 per meeting for reimbursements of expenses. (See Code Home rule Bill No. 5-77.)

§ 13-1 Appointment; organization.

A. The Board of County Commissioners of Kent County shall appoint a commission which shall be known as the "Communication Commission of Kent County" and which shall consist of a representative from the following: the Kent County Sheriff's Office, the Board of County Commissioners of Kent County, the President of the Kent County Fire Chiefs Association or his designee, the Emergency Management Director for Kent County and the representative of any one (1) Kent County municipality as shall be designated by the Board of County Commissioners.

B. The Commission so appointed shall be selected from a list of at least two (2) names recommended to the Board of County Commissioners by the various named organizations or departments, except in the cases where the individual office is designated

C. If any vacancy occurs for any cause during the term of any Commission member, the Board of County Commissioners shall fill the vacancy from a list of two (2) names recommended by the organization or department of which the representative was a member, except in the cases where the individual office is designated.

D. The Board of County Commissioners shall have full power to remove any member of the Commission for incompetency or for improper conduct by satisfactory evidence being presented to it of such condition.

E. The term of each member shall be three (3) years or until his successor takes office, except that the respective terms of the five (5) members first appointed shall be on a staggered basis, such that one (1) member shall be appointed for one (1) year, two (2) members shall be appointed for two (2) years and two (2) members shall be appointed for three (3) years.

§ 13-2 Purpose

It shall be the function and duty of the Commission to provide for a more effective emergency communication system and to oversee the implementation and operation of a central alarm system. It shall further be the function and duty of the Commission to make and approve a plan for a more effective emergency communication system and a central alarm system, and such plan shall be recommended to the Board of County Commissioners for adoption.

§ 13-3 Chairman

The Commission shall elect a Chairman from one (1) of its members and create and fill such other offices as it may determine. The term of the Chairman shall be one (1) year, with eligibility for reelection.

§ 13-4 Communications Officer

The Board of County Commissioners may appoint a Communications Officer who shall be the Administrative Assistant of the Commission.

§ 13-5 Meetings; Budget

A. The Commission shall meet as needed, shall adopt rules for the transaction of business and shall keep records of its resolution, transactions, findings and determinations. Each record shall be a public record.

B. The Commission shall prepare and submit an annual budget to be approved and funded by the county for the purposes of operation and maintenance for the communications system and for the payment of salaries for such personnel as may be approved by the Board of County Commissioners.

§ 13-6 Quorum

A majority of all the members appointed to the Commission shall constitute a quorum at any regular or special meeting of the Commission.
