Code Home Rule Bill #7-93 effective December 7, 1993 Parks and Recreation Advisory Board.

Meets 3rd Monday of each month @ 7:00 p.m. - Parks and Recreation Office.

Motion adopted on 01/19/99 to hold meetings on the second Monday of the month in January and February due to the holidays which occur on the third Monday of these months.

1965 Session of Legislature - a bill was enacted permitting Kent County Commissioners to create a Board of Parks and Recreation.

§ 42-2 Composition; Terms.

The Advisory Board shall consist of ten (10) members appointed by the County Commissioners, all of whom shall be residents of the county, of whom, one shall be first recommended by the Board of Education of Kent County from its members or otherwise and two of whom shall be students, with voting status, recommended by the Principal/Head Master of a Kent County Secondary School, or their designated authority. All members of the Board shall be appointed for four (4) years from the first day of January of the year of their appointments, except the two students who shall serve for one (1) year, from the first day of the year of their appointments or until their successors are appointed. Vacancies, except those at the expiration of the term, shall be filled in the same manner as the original appointments for the unexpired term. In the appointment of Board members, the County Commissioners shall give due regard to giving representation to all sections of the county's population and to all geographic proportions of the county's area. Members of the Advisory Board shall not be paid any compensation for their services, but may be reimbursed for reasonable expenses incurred in their duties as determined by the County Commissioners.

§ 42-3 Program development.

The Advisory Board, subject to budgetary policies, appropriations and approval of the County Commissioners, may initiate, adopt, direct or cause to be conducted or directed a comprehensive program of public recreation in schools, parks or other lands or buildings, either publicly or privately owned. Further, it may develop, equip, operate, maintain and issue permits for use of any facilities made available to the Board and suggest to the County Commissioners charges where appropriate.

Effective July 1, 1978, Chairman will receive $30.00 per meeting and members will receive $25.00 per meeting for reimbursement of expenses (See Code Home Rule Bill #5-77).
