Attended:  Nora Becker, Bill Clark, Leon Frison, Jeff Grafton for Dr. Wheeler, Bill Kerbin, Pam Kuster, Joe Newell, Rev. Lawrence Purnell, Bill Short, Jeff Troester, and Linda Wilson.  Candy Edwards, Executive Director; Karen Cotton, Rebecca Lepter, Jenny Randolph, and Kimberly Crew, recorder.
Regrets:  Jean Austin, Chair, Kerry Ahearn-Brown, Tricia Biles, Chelsie Crouch, Amy Crowding, Ron Fithian, Matt Hash, Sheriff John Price, and Kreigh Kirby.
Welcome and Introductions:
Board minutes were reviewed and approved. Motion to approve was made by Bill Clark and seconded by Rev. Lawrence Purnell. Motion carried.
Executive Committee: Executive Committee met.
Program Committee:  Candy Edwards has received verbal approval from GOC for the Community Enrichment Grants.  Question was asked where the unspent funds go if the grants do not reach $25,000 for the quarter.  Ms. Edwards explained that the unspent funds return to the LMB’s account for Earned Reinvestment dollars.
Finance Committee: Finance Committee did not meet, however, Karen Cotton discussed with the Board that she is working with county government on the audit and the 700 Report that is due to GOC by December 1st.
Board Development Committee:  Met and discussed combining the Board retreat and the December Board meeting/vendor luncheon. Jeff Troester said he will contact Dixon Valve to see if we are able to utilize their conference room. Nora Becker discussed doing a “pot luck” luncheon.  Vendors would be invited to attend and would be able to discuss their programs.  Discussion was also made on the vacant student position and how the committee would develop a plan to get students interested in becoming Board members and getting involved in the community.

The Board Development Committee also discussed Board attendance and how low it had been the prior fiscal year. Due to most of our student members being involved with after school commitments, it was discussed of having later hours for Board meetings or even having the committees go to the schools for their meetings so the student member will be able to participate.
Candy Edwards and Jeff Troester went over some websites that could be used as resources to promote Board development. One was Boardsource.org and another was Maryland Association of Nonprofits.

Candy Edwards discussed the strategic planning process for the Community Partnership Agreements for the coming year and she also discussed the sustainability plans.   The Finance Committee and the Program Committee would meet together at the end of the 2nd quarter to go over the vendors reports for FY09.  This will give vendors the opportunity to make sure their programs are adhering to their contracts.

Ad-Hoc Committee for Needs Assessment:  Did not meet, however, Nora Becker volunteered to arrange for a meeting so the committee could meet and start working on the Needs Assessment for Kent County.

Director’s Report:  Linda Wilson along with Candy Edwards went over the Oral Health and Planning grant that the Kent County Health Department received.  The total amount for the grant was $249,000. This will bring dental services into the community for MA patients as well as those who don’t have any insurance.  This grant will serve Kent County Public Schools as well as three northern schools in Queen Anne’s County.

Jenny Randolph went over a new grant to obtain a Federally Qualified Health Center. This center will be locally driven and will have 13 meetings in the next year to discuss grant writing practices and to go over what the county’s needs are.  The committee members will have a kick off on September 25th at the commissioners’ office. At this time, they will form a council that will represent the community.

GOC will be doing their annual audit in October.

There have been two Truancy Diversion case managers hired through KCPS.  There names are Tom Davis, who has retired from Law Enforcement from Pennsylvania; and Melissa Semchenko who graduated from Penn State.  Mr. Davis has worked with families in truancy and hopes to make a difference here in Kent County.

The Kent County Health Dept. has hired their Adolescent Substance Abuse Counselor who started work on September 10th.  Her name is Altramece Williams-Staats.  Altramece is currently working with Caroline County to learn and model their program.

Jeff Troester discussed awarded bids for site work on the Community Center start this week and bids for the pool are going out by the end of next week. They have found that there is a sewer problem and they will anticipate upgrades for that as well. When the site work starts, it will take approximately 9 months to complete.
