PUBLIC HEARING
AGRICULTURAL LAND PRESERVATION DISTRICT

September 1, 2009

A public hearing was held today at 9:15 a.m. in the County Commissioners’ Hearing Room, County Government Center, Chestertown, Maryland, for the purpose of discussing applications for the voluntary creation of Agricultural Land Preservation Districts.

County Commissioners Roy Crow, Ronald Fithian, and William Pickrum, were in attendance as well as Susanne Hayman, County Administrator, Gail Owings, Director of Planning, Carla Gerber, Community Planner, and approximately 15 interested persons, two members of the media and the following applicants: Theodore Redman, Mr. and Mrs. Earl Johnston, Mary Anna Welch, Mr. and Mrs. John Fernwalt, Jr., and Carolyn Coleman .

Commissioner Crow read the Notice of Public Hearing into the record.

Mrs. Gerber reported that all of the farms are over 100 acres and many are adjacent to other protected areas. Ms. Gerber advised the following applicants met the criteria of an Agricultural Land Preservation District while Ms. Owings referred to the locations of the properties on the map.

Angelica Nurseries, Inc. on its 246.14 acre farm located on Chesterville Road in the 1st Election District.

Carolyn T. Coleman, Davidson Coleman, Jr. & Nancy Coleman, Trustees on their 216.39 acre farm located on Golts Road in the 1st Election District.

Davidson S., Jr. and Ellen D. Coleman on their 148.18 acre farm located on Hurlocks Corner-Golts Road and their 191.70 acre farm located on Golts Road both in the 1st Election District.

Floyd W., Jr. and Terri B. Price on their 142.85 acre farm located on Sassafras-Caldwell Road in the 1st Election District.

Weston Associates on its 192.25 acre farm located on Cypress Road in the 1st Election District.

Weston Associates and Richard E. Lankford, Jr. on their 173.96 acre farm located on Maiden Lot Farm Lane in the 2nd Election District.

Henry Jay and Patricia K. Hill and Bonnie F. Hill on their 256.34 acre farm located on Kennedyville Road in the 2nd Election District.

Earl Everett, III, and Tabatha Louise Johnston, and Sharon A. Johnston on their 139 acre farm located on Browntown Road in the 2nd Election District.

Robert W. and Jane W. Kennedy on their 165.31 acre farm located on Family Lane in the 2nd Election District.

John D. Fernwalt, Jr. on his 240 acre farm and his 139.40 acre farm both located on Morgnec Road in the 2nd Election District.

Margaret A. Miller on her 142.66 acre farm located on River Road in the 2nd Election District.

Harold E. Miller, Jr., Margaret A. Miller and James O. Miller, Trustees, on their 250 acre farm located on Augustine Herman Highway in the 2nd Election District.

Michael D. and Virginia Lynn Foster on their 181.05 acre farm located on Tolchester Road in the 5th Election District.

Jeffrey K. and Margaret P. Hill on their 245.84 acre farm located on Tolchester Road in the 5th Election District.

Joyce Redman on her 270.22 acre farm located on Bakers Lane in the 6th Election District.

Mary Anna Welch, Ind. & Trustee, Melissa W. Horsey, Trustee on their 243 acre farm located on Earl Nicholson Road in the 6th Election District.

Mrs. Gerber referred to correspondence received from the Planning Commission dated July 14, and the Agricultural Preservation Board dated May 4, recommending approval of these applications.

There were no comments or questions from the audience.

The Commissioners unanimously approve the applications as presented to create Agricultural Land Preservation Districts for the above listed properties.

Commissioner Crow thanked the property owners for being a part of this worthwhile program and keeping Kent County as a strong agricultural county.
