April 9, 2002

The Honorable Board of License Commissioners met today with the following present: Larry B. Beck, W. Michael Newnam, and Ronald H. Fithian, presiding.

Mauritz Stetson, Alcoholic Beverage Inspector, was also in attendance.

ALCOHOLIC BEVERAGE VIOLATION

Mr. Stetson reported on a violation to Article 2B,Section 13-101 of the Annotated Code of Maryland, as it relates to the failure to have an individual certified in Alcohol Awareness Training present on the premises during the hours in which alcohol is served or consumed.

The Commissioners requested a hearing be scheduled and Mr. Stetson agreed notify the licensees of the required appearance. The Commissioners also requested correspondence be forwarded to each licensee advising that any future violations of this nature, occurring after July 1, 2002, will be addressed by the licensee having the option of incurring a $100 fine or appear for an administrative hearing.

BAYDSIDE FOODS INC.

A public hearing was held at 10:30 a.m. on the application was received from Jeffrey L Carroll, President, Debra A. Carroll, Vice President, and William C. Cooper, Secretary -Treasurer, representing Bayside Foods, Inc., for transfer of a Beer and Wine Class A License from K-Foods Inc. Mr. Carroll was in attendance.

Commissioner Fithian read the notice of public hearing into the record.

Mr. Stetson advised that all applicants have been fingerprinted and bulk transfer has been received. He reported that Mr. Carroll and three employees have attended the alcohol awareness class and described him as diligent in becoming familiar with the responsibilities of serving alcohol.

Mr. Stetson recommended the license transfer. Mr. Carroll advised that no changes related to the selling of alcohol would be taking place, other than planned extended store business hours.

There was no one in attendance who wished to speak for or against this application.

A motion was made by Commissioner Beck, seconded by Commissioner Fithian and passed by the majority of the Board to approve the transfer of license. The Commissioners wished Mr. Carroll well with his new business endeavor.

This hearing was taped for reference and adjourned at 10:35 a.m.

THE CRYSTAL DECANTER

An application was received from David Glover and Kathleen Glover for a Beer and Wine Class B License, Caterer's Privilege, Sunday Sale Privilege. A public hearing has been scheduled for April 30 at 9:45 a.m.

There being no further business to claim their attention, the Board adjourned to meet again on Tuesday, April 16, 2002.
