The Honorable Board of License Commissioners met today with the following present: Larry B. Beck, W. Michael Newnam, and Ronald H. Fithian, presiding.

Mauritz Stetson, Alcoholic Beverage Inspector, appeared to discuss the following issues:

THE CRYSTAL DECANTER

Correspondence was received from Kathleen and David Glover, licensees, seeking the Board's cooperation in requesting legislation to be introduced in the 2003 General Assembly to exempt the sale of Maryland wine from the percentage requirement of the restaurant Class B Wine and Beer License. If this legislation is introduced, he advised of their intent to send correspondence to Comptroller Schaefer seeking his support.

ALCOHOLIC BEVERAGE VIOLATION
HAVEN HARBOUR MAINA CLUB

The Alcoholic Beverage Inspector forwarded a report from John Horney, Jr., Chief Inspector, Comptroller's Office, advising that Haven Habour Marina Club is in violation of Article 2B of the Annotated Code of Maryland, which prohibits a retail dealer from purchasing alcoholic beverages from other than a duly licensed manufacturer, wholesaler or private bulk sale holder. The alleged offense was discovered on July 13, 2002. Due to circumstances of one caterer leaving and another recently hired, the Commissioners approved a letter of reprimand.

MASON'S RIBS AND CRABS

In follow-up from April 23 when it was agreed to re-evaluate the food/sales figures in six months for Mason's Ribs and Crabs, Mr. Stetson advised that Mason's Ribs and Crabs have continued to be deficient in meeting the Class B Restaurant Alcoholic Beverage License requirement, of 60% food sales / 40% alcoholic beverage sales. He reported that the licensee has removed dining tables and installed a pool table. Mr. Stetson recommended the license be downgraded to a Class D Tavern/Bar License. A motion was made by Commissioner Newnam, seconded by Commissioner Beck and made unanimous by Commissioner Fithian to downgrade the license from a Class B Beer, Wine and Liquor License to a Class D Tavern/Bar Beer, Wine and Liquor License.

There being no further business to claim their attention, the Board adjourned to meet again on Tuesday, August 27, 2002.
