Board of License Commissioners

September 10, 2002

The Honorable Board of License Commissioners met today with the following present: Larry B. Beck, W. Michael Newnam, and Ronald H. Fithian, presiding.

SPECIAL LICENSE

The Commissioners approved the following special Class C Beer and Wine Licenses:

Mainstay Inc. for music performance to be held at the Mainstay in Rock Hall on September 26, 27, 28, October 6 and October 12.

Chamber of Commerce for a fund raising event at Artworks at Radcliffe Mills, Chestertown, on September 21.

Friends of Pamela Quarstein for Register of Wills for a fund raising event at her home in Still Pond on September 13.

J.T.'S ROCK HALL INN

A public hearing was held at 9:45 a.m. on the application received from Thomas H. Willis, President, George Kennedy, Vice President and Jennifer Willis, Secretary, representing J.T.'s Rock Hall Inn, LLC, for a Class B Beer, Wine and Liquor License. ( Sunday Sale Privilege) Mr. and Mrs. Willis were in attendance.

Commissioner Fithian read the notice of public hearing into the record.

Mr. Stetson reported this application is considered as a new license since the previous licensee turned in his license August 30, and all of the applicants have been fingerprinted. In addition, he stated that he has informed the applicants that Rock Hall Inn has mostly been a tavern and it may be difficult to change the character of the premises.

Mrs. Willis advised of their plans to operate as a Chinese restaurant and bar that would offer take out menu. Mr. Willis stated that they intend to change the image of the interior and exterior of the restaurant.

Commissioner Beck inquired as to hours of operation. Mrs. Willis reported that the restaurant would open at 3:00 p.m. on weekdays and open at noon on weekends.

There was no one in attendance who wished to speak for or against this application.

A motion was made by Commissioner Newnam, seconded by Commissioner Beck and made unanimous by Commissioner Fithian to approve the license; a certified accountant's statement as to ratio of food and liquor sales will be required to be submitted in six months.

The Commissioners wished Mr. and Mrs. Willis well with their new business endeavor.

Mr. Willis advised a grand opening will be held on September 13.

This hearing was taped for reference and adjourned at 9:55 a.m.

There being no further business to claim their attention, the Board adjourned to meet again on Tuesday, September 17, 2002.
