The Honorable Board of County Commissioners met today with the following present: Roy W. Crow, Scott D. Livie, and William W. Pickrum, presiding.

Mauritz Stetson, Alcoholic Beverage Inspector, was also in attendance.

VIOLATION
JT'S ROCK HALL INN

In follow-up from last week, Mr. Stetson provided a copy of correspondence directed to the licensee advising of the Board's decision to impose a $50.00 fine with an option for an administrative hearing should one be requested by the licensee as a result of licensees failure to have an individual certified in Alcohol Awareness Training present during hours of operation. Mr. Willis paid the fine of $50.00.

Tom Willis, licensee, JT's Rock Hall Inn, appeared to request his license be downgraded from a Class B Beer, Wine and Liquor (Restaurant) License to a Class D (Tavern) License. He provided a petition signed by business owners located on Main Street, Rock Hall, confirming no objection to the license downgrade.

Commissioner Crow inquired as to the number of taverns in Rock Hall after noting Commissioner Newnam's objections to another tavern in Rock Hall. Mr. Stetson advised that the Rock Hall Inn has always been a tavern and to attempt to meet the full service restaurant 60% - 40% ratio of food sales to alcohol sales requirement was very difficult. Commissioner Livie inquired as to any changes in the operation and if there were any problems associated with the downgrade. Mr. Stetson advised there were not any problems. Commissioner Livie expressed his intent to be very insistent in upholding regulations about underage drinking. He stated he wanted trained employees behind the bar. Mr. Willis concurred.

A motion was made by Commissioner Crow, seconded by Commissioner Livie, and made unanimous to downgrade the license from a Class B Beer, Wine and Liquor (Restaurant) License to a Class D (Tavern) License.

In follow-up from last week, Mr. Stetson provided a copy of correspondence directed to the licensee advising of the Board's decision to impose a $50.00 fine with an option for an administrative hearing should one be requested by the licensee as a result of licensees failure to have an individual certified in Alcohol Awareness Training present during hours of operation. Mr. Davis paid the fine of $50.00.

There being no further business to claim their attention, the Board adjourned to meet again on Tuesday, December 31, 2002.
