The Honorable Board of License Commissioners met today with
the following present: Roy W. Crow, Scott D. Livie, and William W. Pickrum,
presiding.
Mauritz Stetson, Alcohol Beverage Inspector, was in attendance.
SPECIAL LICENSE
The Commissioners approved the following Special Licenses:
Two (2) Class C Beer, Wine, and Liquor Licenses for Radcliffe Creek School,
Chestertown, for their fund-raising activities, to take place on March
5 and March 19, 2004.
TOBACCO RETAILERS HOUSE BILL 500
Mr. Stetson reported that he sent correspondence to Delegate Dereck E.
Davis, of the 25th Legislative District (Prince George's County), expressing
his support of House Bill 500. This House Bill would allow the State Comptroller
to suspend or revoke tobacco retailer licenses for violations of State
or local laws prohibiting the sale of tobacco to minors. Mr. Stetson expressed
his opinion that, with the passage of this Bill, Kent County and other
counties with strong enforcement programs, will be able to request license
sanctions against the repeat or chronic violator.
Mr. Stetson also reported that the tobacco training films (resources for
the prevention of minors' use of tobacco) are finished and that he is
using them in his alcohol awareness classes. He expressed his hope that
the County schools and police departments would take advantage of them
as educational resources. He noted the statistic that the risk of future
addiction to tobacco products for children under the age of 14 years is
reduced significantly if children of those ages have not used tobacco
products.
Commissioner Pickrum inquired as to whether or not awareness programs
are conducted in the high school and middle school, to which Mr. Stetson
replied that the health department handles the awareness education in
the schools. He also noted that there is a significant reduction in the
use of tobacco by the general public in the State.
VIOLATION
SUDS-IN-SODA
Mauritz Stetson, Alcohol Beverage Inspector, notified the Commissioners
of an alleged violation of the Alcoholic Beverage Laws Article 2B, Section
12-108, of the Annotated Code of Maryland - sale to a person under the
age of twenty-one, that took place at Suds-in-Soda, Chestertown, on January
24, 2004. He indicated that a detailed report will be forth-coming to
the Board once the hearing has taken place. An administrative hearing
will be scheduled.
There being no further business to claim their attention, the Board adjourned
to meet again on Tuesday, February 24, 2004, at 8:30 a.m., at the Kent
County High School.
