The Honorable Board of License Commissioners met today with
the following present: Roy W. Crow, Scott D. Livie, and William Pickrum,
presiding.
Mauritz Stetson, Alcoholic Beverage Inspector, was also in attendance.
CLARK'S STORE
A public hearing was held at 9:45 a.m. on the application received from
Betty A. Goldbach, of Worton, representing Clark's Store, for a Beer License,
Class A (off sale) on the premises known as Clark's Store at 11150 Old
Worton Road, Worton. Mrs. Goldbach was in attendance.
Commissioner Pickrum read the notice of the public hearing into the record.
Mr. Stetson reported that the premises known as Clark's Store had a prior
license for over 14 years. Mrs. Goldbach failed to get the license when
she became the owner of the store last year. Mrs. Goldbach and two of
her employees have already completed alcohol awareness classes. He also
expressed his opinion that Mrs. Goldbach will be a conscientious retailer
of alcoholic beverages, as she has already demonstrated with her retail
of tobacco products.
Commissioner Livie expressed to Mrs. Goldbach the seriousness of the Board's
resolve to enforce the laws prohibiting underage drinking, emphasizing
the vigilance required by Mrs. Goldbach and her employees to prevent the
same, given the proximity of Clark's Store to the High School.
Mrs. Goldbach gave her assurance to the Board that she and her employees
will ask all of their customers to present identification of age, given
the difficulty of determining those who are underage from those who are
not.
There was not anyone who wished to speak for or against this application.
A motion was made by Commissioner Crow, seconded by Commissioner Livie,
and made unanimous by Commissioner Pickrum, to approve this application.
This hearing was taped for reference and adjourned at 9:55 a.m.
REVISION OF ALCOHOLIC BEVERAGE LICENSE APPLICATION FORM
Mr. Stetson reported that all of the application forms for the County's
Alcoholic Beverage Licenses have been revised and are now in a format
that is more easily read for better comprehension. Additionally, he noted
that each applicant is required to print her or his name on the application,
to have his/her signature notarized, and to complete a questionnaire included
in the application.
A motion was made by Commissioner Livie, seconded by Commissioner Crow,
and made unanimous by Commissioner Pickrum to approve the revised applications
for alcoholic beverage licenses.
SPECIAL LICENSE
The Commissioners approved the following Special Licenses for the Chestertown
Tea Party Committee for their Tea Party events: a one day only Class C,
Beer, Wine, and Liquor License for their Tea Party Cocktail Party to take
place on May 28, 2004 at the pavilion at Wilmer Park, Chestertown; and
a one day only Class C, Beer and Wine License for their Tea Party event
to take place in downtown Chestertown on May 29, 2004.
There being no further business to claim their attention, the Board adjourned
to meet again on Tuesday, May 25, 2004.
