The Honorable Board of License Commissioners met today with
the following present: Roy W. Crow, Scott D. Livie, and William W. Pickrum,
presiding.
Mauritz Stetson, Alcohol Inspector, was also in attendance.
BRAHMA BULLS
A public hearing was held at 9:40 a.m., on the application received from
Carl Aylor, President, Jason Cannan, Vice-President, and Brian Nesspor,
Secretary, representing Brahma Bulls, Inc., for a Beer, Wine, and Liquor
License, Class B, on sale, on the premises known as Brahma Bulls located
at 5769 Main Street, Rock Hall. Commissioner Pickrum read the notice of
the public hearing into the record.
Mr. Stetson reported that the premises known as Brahma Bulls has served
as a restaurant and bar off and on for many years. He explained that 75%
of the new business is planned to function as a restaurant, 25% as a bar.
Previous businesses had problems operating as a restaurant with 75% of
the premises devoted to bar business.
To the Commissioners' questions regarding menu and scheduled opening,
Mr. Aylor responded that it would offer primarily barbeque, steaks and
seafood, and open possibly as early as March 8th or 9th. Mr. Stetson reported
that he recommended to Mr. Aylor that he consider closing the bar section
to those under 21 years of age after 9:00 p.m. or after the kitchen closes.
This would not be a requirement of the License. Mr. Aylor advised that
he would consider the suggestion.
To concerns about the adverse effects of smoking at the bar area, Mr.
Aylor advised that he has installed two, large "smoke eaters" in the bar
area which should diminish the effects of the smoke in the restaurant.
The Commissioners urged Mr. Aylor to be vigilant in his efforts to prohibit
under-aged drinking at his establishment.
There was not anyone who wished to speak for or against this application.
A motion was made by Commissioner Crow, seconded by Commissioner Livie,
and made unanimous by Commissioner Pickrum to approve this application.
This hearing was taped for reference and adjourned at 9:50 a.m.
C-TOWN LIQUORS & DELI
Mr. Stetson brought to the Commissioners' attention his memorandum to
them about the alleged violation at C-Town Liquors and Deli, citing probable
cause. He noted that the citizen who reported the alleged violation has
also expressed a willingness to testify. The Commissioners approved for
a hearing to be scheduled.
SPECIAL LICENSE
The Commissioners approved the following one day only Class C, Beer, Wine
and Liquor License for the following:
Horizons Student Enrichment Program for their fund-raising event to take
place at the Kent School gymnasium on March 6, 2004; Chestertown Volunteer
Fire Company Auxiliary, for their fund-raising event to take place at
the Chestertown Fire House on March 6, 2004, and Galena Volunteer Fire
Company for their fund-raising activity, to take place on March 13, 2004.
The Commissioners approved a one day only Class C, Beer and Wine License
for the Mainstay, Inc., 5753 Main Street, Rock Hall, for musical performances
to take place on their premises on the following dates: March 10, 20,
27, and April 4, 2004.
There being no further business to claim their attention, the Board adjourned
to meet again on Tuesday, March 9, 2004.
